Former Prime Minister Jean Castex formalized last year the creation of 15,000 new prison places in France over five years. A project which could however be slowed down by municipalities opposed to the construction of penitentiary centers on their territory.
He doesn’t want it. In Crisenoy, in Seine-et-Marne, a prison center could see the light of day in the heart of 20 hectares of agricultural land by 2027. A project opposed by the mayor of the town, Hervé Jeannin, but also by a large majority of inhabitants.
For Hervé Jeannin the construction of this new prison on agricultural land is unimaginable even though the town has non-cultivable land.

96% of residents opposed to the project
However, the ecological argument is not the only one opposing the project. The penitentiary center will create 1,000 new prison places but also 300 guard posts, which could quickly triple the population of this municipality of 600 inhabitants.
Hervé Jeannin highlights the problem of the immediate proximity of the prison to the village: “We are on agricultural land with noise that can spread very quickly under the windows of the inhabitants 250 meters away.”
During a vote, organized last year in the town, 96% of the inhabitants opposed the installation of the new prison. If this vote has no legal value, it could however influence the vote of the 52 elected representatives of the intercommunality who must decide in October.
